Not surprisingly, this is noodles topped with chili. The chili is usually either Cincinnati Chili or something very like it. The important thing to note is that the chili should be more like the consistency of spaghetti sauce than a Western chili. May or may not have beans. Common toppings are shredded chedder cheese, onions, and some kind of hot sauce. I find that Tabasco is perfect though many people prefer some variation on Louisiana Hot Sauce. Most people I know will call this dish chili spaghetti if they made it themselves, but will refer to it as a 1,2,3 or 4-way if it's bought at a restaraunt like Skyline.
