Answer: Because of traditional gender roles. Back in Victorian times, the very thought of a woman approaching a man would cause a heart attack among the upper classes. Women were supposed to be supplicating, gentle, and non-threatening. Anyone acting outside of these barriers would be ostracized.

This puritan ethic has stayed with us, although feminist actions have helped to change it somewhat. Unfortunatly, the concept that a man must court a woman, and not the other way around is still with us, for the most part.

Sadly, the majority of women (as with the majority of men) are afraid to challenge societal norm. They wait for the man to make the first move. On the other hand, feminism is changing this. One can only hope that we shall soon live in equal times.
