"Very High Speed Integrated Circuits," a program of the U.S. Government launched in 1980. The goal was to push the boundries of VLSI technology and to shorten the time needed to design and implement VLSI chips.

As part of their research, they created VHDL, the VHSIC Hardware Description Language which went on to become IEEE standard 1076 in 1987.
