A bad guy in Tenchi Muyo. Imprisons Washu, attempts to kill Ryoko, Ayeka, Yosho, Tenchi, Ryo-Ohki, Mihoshi and pretty much everyone. Described as the "eternally wanted criminal Kagato". Has quite a good evil laugh. Also tries to blow up Earth.
