One of the regions of space outside of Peacekeeper control, but that doesn’t stop them from venturing in. It is inhabited by many species, including several Sebacean separatist colonies, Zenetan pirates, the Sheyang, and the planet Arnessk, which is thought to provide a link between Humans, Sebaceans, Scarrens, Interions (who have DNA extremely similar to humans). The actual extent of this space is not fully given.
This is were the majority of the show takes place from the beginning to before the episode A Perfect Murder in season four.
