In most of the United States it is illegal to do electrical work anywhere but your own residence without a license. However, the homeowner is welcome to do their own electrical work as long as they get any and all necessary permits.

Simple jobs like extending a circuit, running a new circuit, replacing switches and outlets, putting in new light fixtures, and even things like outdoor feeds are relatively safe if the proper precautions are taken, and if you're careful. Things like wiring three-phase power, upgrading yor electrical panel or replacing your service feed are outside the scope of the amateur electrician in most cases.
