Not quite all natural numbers, with 2 wires there's no way to tell which is which.
A related problem: you don't have extra wires, just little tools for connecting pairs of wires, i.e. you can connect the wires in pairs but you cannot common 3 or more wires.
Solvable for all numbers of wires greater than 2.
