An entity is intelligent, as measured by the MetaTuring Test, if it chooses to apply the Turing Test (as a measurement of intelligence) to something it has previously created.
By this reasoning, human beings are intelligent.
This, of course, has been frequently demonstrated to be fallacious, so the MetaTuring Test should clearly not be regarded as the canonical litmus test for intelligence.
