Icitte is 'ici' in
Québecois Joual, which is 'here' in English. Don't ask me how it came to be, that's just the way it is.
Example:
Rex! Viens icitte!
Rex! Come here!
Note also that the
pronounciation of icitte is actually closer to
'citte, cuz the 'i' is kind of
silent, you can't hear it.

Truffle says I think that icitte came about in light of "lit" being pronounced "litte", all rolling off of the theme "petit/petite". Boue -bouette... The etymology likely stems in wanting a forceful ending consonant sound, as in English rap.
