Ruben Chelo was the Director of the Mossad from 1949 to 1954. In his tenure he signed the Secret Co-Oporation Agreement with the CIA and Unsatisfied with the lack of trust from the CIA and ordered the mission to obtain a secret speach given but the new Head of the Soviet Union Nikita Khrushchev had given to the Communist Party Congress, a task that the all other Nations were unable to do. Thus opening the way for the free flow of information with the CIA and other Nations.
