Microsoft Sam is the default
TTS voice that shipped with
Windows 2000. There is an
accessability navigation app that uses that voice that comes on a
default install. Two more voices, and the ability to create your own are included with the
Microsoft SAPI SDK.
The Microsoft Sam voice is quite deep and
droning. I personally prefer the
MacinTalk voices from the more recent
Mac OS offerings. There is a wider variety, plus some fun ones, such as "bells", and "bubbles". Microsoft's
Speech API may be more
advanced, but
Apple's packaging is more
fun.
