Most painters usually only mix it with oil-based paint that's old or partly dried up. You could use it on latex-based paint
but really you can just use water- or if it still won't come off try something stronger like lacquer thinner
or furniture refinisher
A spare coffee can
with about an quarter inch of paint thinner at the bottom is nice to store brushes in for a day or so if you're unable to clean them at the moment.
