Internal Resistance is the electrical resistance encountered in going through the source of EMF (Electro-Motive Force).

In a dry cell, when the 'battery gets flat' in fact what is happening is that the internal resistance of the cell is increasing to a point where no reasonable amount of current can be drawn from the cell without incurring huge losses to the, now large, internal resistance!
