The "Try To Get The Other Person To Do The Work" game.

An example: What happens when two people on IRC meet and want to exchange a file; one of them can't DCC and the other one's e-mail isn't working. They each propose alternate solutions to each others' problems instead of fixing their own.

Note: The TTGTOPTDTW game always creates more work for all parties involved.

A more widely known example (for the literate, anyway) is Mark Twain's Tom Sawyer. Tom is supposed to whitewash a fence, and ends up having his friends doing it because they think it is a fun thing to do, thanks to Tom's quick wit. Ergo, this game is also called Tom Sawyering.
