Okay, here's a thought to fix the invisibility issue. All of the planets orbit the Sun in approximately the same plane, called the ecliptic. All we'd need are two gateway satellites orbiting at right angles to this plane, at 90 degrees separation. At least one of these satellites should always be in view from anywhere on the ecliptic plane.
