The process begins when a Request For Discussion or RFD for the new newsgroup is approved by tale, and crossposted to news.groups and the newsgroups affected by the to-be-created newsgroup, if any. After a certain period of time passes, and further RFDs are issued and discussed, a Call For Votes or CFV will be issued and crossposted, and a newsgroup creation vote will take place. If the group passes, a new group is created and announced.
