This refers to a language that can be written but cannot be understood when read at a later date, not even by the original program author. The worst offenders are Perl and C++ both of which rely heavily on arcane strings of punctuation symbols
might also refer to a file or file-system a given user can write to but not read from, useful for logging or accepting data from anonymous sources.
