If you are sitting at a desk right now, you probably have a modesty panel right in front of you, but you won't be able to see it.

The modesty panel is the board running across the back of your desk, between the back legs. It is there for several reasons.
They come in different sizes; usually described in fractions, so a full panel will usually appear on a reception desk; but if the panel is only required for structural strength, a three-quarter or smaller panel may be used.
