Military acronym for Non-Commisioned Officer In Charge.  Usually the senior enlisted person somewhere--such as a platoon, directorate, section, or possibly even of some specific place:  an ammunitions depot, for example.  The NCOIC is usually directly responsible to the OIC, the Officer in Charge, and ensures through his own leadership and through his subordinates the smooth running of the enlisted portion of whatever his authority covers.
