Religious police who enforce the modesty of dress in public in Saudi Arabia. They have full authority to arrest violators and civil authorities generally defer to the Matawain when there is an overlap between their responsibilities. The majority of their ranks (at least those tasked with enforcing Islamic law on the streets) are often uneducated zealots brandishing camel whips and are best avoided if at all possible.
