A consortium of state owned European broadcasters, varying from the BBC to the Estonian ETV. Commercial broadcasters are barred from entry.

While they produce a wide variety of programmes (I remember some children's programmes shown on-ironically-ITV made by them, often in foreign languages with subtitles) by far their most watched and well known is the ever-tacky Eurovision Song Contest.
