A Black Muslim as opposed to a Black person who happens to be a Muslim. In other words, Bilalian Islam is synonymous with Black Islam (see Nation of Islam) and is named in honor of Bilal a black slave befriended by Muhammad ibn Abdallah, and one of the first converts to Islam.
