The Technion is always prefixed by the definite article because it's not a technion (which could be interpreted as a place where technology is studied).

The Technion was the first academic institution in Israel to teach in Hebrew; before, it had been accepted that only something like German would do. This was a big victory for elements in the Zionist movement at the time. Today all academic institutions in Israel consider Hebrew their official language (but other languages, especially English, are generally acceptable for teaching, and almost universally used for research and publication).
