Why? you may ask. The answer is simple: get the people who can't do anything (kyuuryou dorobou) out of everyone's way because more often than not, they bother the ones who are really working, or worse yet, they might screw everything up really bad. Just another one of the unwritten laws and the way it is in a japanese company.
