Many countries around the world have been undertaking auctions of RF spectrums (usually in the 2-3 GHz region)for planned high-speed mobile data services, aka 3G. The biggest winfall so far has been Germany where they've scored somewhere in the neighbourhood of $48 billion in revenues.
