On a punched card ballot, a chad is a piece of the card that gets pushed out when the card is punched. A pregnant chad is a chad that is only partially pushed out, but still attached to the ballot at all points. In the 2000 Election, Al Gore wanted these to count as votes in Florida, whereas George W. Bush did not.
