A person, a child especially, who is 'born bad'.

Often used in warning someone against a seemingly reformed person, or in absolving a teacher or disciplinarian of responsibility for one of their charges.

Also can be referring to "The Bad Seed", a disturbing novel-turned -film, -screenplay and -TV movie, about a creepy little child with MURDER in her blood. See that writeup for more information.
