Omitting the 'est' is much better style in Latin, though.
Attributed (wrongly, it is claimed somewhere on the Web) to the pre-Augustine Christian theologian Tertullian, who is supposed to have used this as a ground for his belief.
Whether he was entirely serious, I don't know.
