In computer terms its the meat and potatoes of the GUI operating system. It can be used to describe a terminal, but usually a GUI interface. Its the interface and the programs that go along with it.
Sometimes if your lucky you might get a nice one, like gnome, but since most people run windows, they can't have that privelege.
