A photgenic person tends to look good in photos. Some people are naturally photogenic, and others naturally unphotogenic, when they tend to look their worst in pictures.
People who are photogenic are quite lucky, since it is hard to look good in pictures. Some people, it depends, like for myself. I can look horible or really nice.
