The people in this circle may or may not be photogenic. But perhaps they speak beautifully. Perhaps they are ticklish. Perhaps they have really hip nerdy glasses that hide their beautiful eyes and underline their big bushy eyebrows. They will have the ability to look beautiful to someone, if not everyone.

The kids in the middle are nice-looking but also have a tendency to be interesting in some other way. Drool drool.

A way of gauging cuteness beyond the "normal" parameters, that is, how they look. Includes things you find cute, like "has a great record collection" or "reads really good books." You look at the whole person to measure their cuteness, not just whether they are aesthetically pleasing.
