He became famous as a Doonesbury character in those days, portrayed as exquisitely regal. But I digress. The "drug czar" heads drug policy for the president. George Bush (a charming patrician liar) was the first one, followed by Bill Bennett (a brilliant dolt), Lee Brown (an ex-cop) and the current one, General Barry "Just Following Orders" McCaffery.
