The communications link you make between two computers each using a modem which connect via the phone system. One computer causes its modem to dial the phone number of the other modem. The computer you are dialling has the software capability of supporting the connection. The speed of the connection is limited by the characteristics of the phone system, the configuration of the two computers, and the characteristics of the modems.
