Secure Internet Live Conferencing - SILC - is an effort to provide secure conferencing, much like IRC over the Internet. Although its main function and commands resemble IRC, it is a totally independent implementation.

These organizations ensure that individuals with disabilities have access to peer support and advocacy and encourage self-help, consumer control, and self-determination. Regulated by the Rehabilitation Act of 1973, they have significant authority when working with vocational rehabilitation services and independent living centers.

Members are appointed, generally by the state's governor, and must include an executive director from an independent living center and a representative of the state's vocational rehabilitation agency. Other members may be staff or board members from ILCs, advocates for the disabled or the parents of disabled individuals, and representatives from private businesses and organizations.
