This is a type of candy made by Topps, the same company who makes Push Pops.

It is simply a lollipop, set on a plastic disk, that is mounted on a plastic ring. They come in a variety of flavors and colors. My favorite is the grape ones, which have purple candy.

These seem to be quite often sold at raves.
