This protocol is defined in Request for Comments: 865 in May 1983 by Jon Postel.

This protocol intended for testing purposes and is very simple:
A server listens on TCP und UDP port 17 and responds to any data packet it receives with a quote.

You won't find a lot of host providing this service today, because every running daemon is a possible security risk.
