This is a good way to relate ANY idea. I use it quite frequently and the second item on the scale doesn't have to be a number. For example if you want to place emphasis on a response to a yes or no question simply say "On a scale from 1 to yes" pause for a moment "yes". This normally causes a smile from the questioner but more importantly they understand that you have weighed out and considered the question.
