The National Intelligence Council (NIC) is a collection of National Intelligence Officers and is managed by a Chairman and a Vice Chairman. The NIC serves the DCI in his role as leader of the Central Intelligence Community by providing the DCI with a forum for middle to long term strategic thinking and production.

The NIC also serves as Quality Control for the Intelligence Community using Independent Perspectives and Freelance Experts to provide fresh analytical methods to enhance the intelligence process.
