Location in North Carolina where Confederate General Joseph E. Johnston and Confederate Secretary of War John Breckinridge met Union General William Tecumseh Sherman to discuss terms of surrender. The terms offered by Sherman were very complete in their scope, in that they covered all men serving under Breckinridge, which meant the entire remaining Confederate army and navy.
Sherman's terms were more lenient than those offered by Ulysses S. Grant to Robert E. Lee nine days earlier at Appomattox Courthouse. This was considered out of character for Sherman, who was considered by many to be a vicious commander whose sole goal was the complete destruction of the Confederacy.
The terms, which included promises of political rights and readmission of states into the Union, were rejected by Congress, which declared that Sherman had no right to offer terms which amounted to a de facto peace treaty.
