The best ad I've seen to discourage people from drinking and driving was on a billboard next to a highway.
It was simply:

DRINK
DRIVE

On a white background with small black letters for drink, big red letters for DIE and small black ones in between for the r and v. All the cars that passed it slowed down.

Maybe with more ads like this, lives can be saved.
