A combat load (noun) is usually a live bullet or shell, one that has been charged with the full amount of propellant and has a live warhead if such is required. When used as an adjective (e.g. "...the weight at combat load is five tons...") it indicates that a vehicle is loaded with those stores that it would carry into combat, by design.
