Ôsaka is both a
prefecture and a
city within that prefecture, but the entire prefecture is really one large, unbroken urban area. The prefectural population is 8.6 million: the city proper is 2.5 million. Osaka City is smaller than
Yokohama City, but Osaka Prefecture is much more populous than
Kanagawa Prefecture, so the title of Japan's Second Largest City is sort of up in the air, depending on how you like to define "city."
