Doctor Slump is a very famous manga and anime written by Toriyama Akira, who went on to write Dragonball. It is about a horny scientist who creates a super-strong android, Arare-chan, that looks like a little girl. It is basically a kids' comic but I still know a lot of people in their 20s who enjoy it.
Also there are a lot of characters in this series who are sort of forerunners to Dragonball characters. I think that Dr. Slum is a lot like Mr. Satan!!!
