Almost 15 years after Amtrak discontinued its previous Vancouver-Seattle train, the Pacific International, the state of Washington provided much of the funding to revive the service as the Mount Baker International in 1995.

Much of the time, the train operated using a Talgo consist that was being leased by Washington as a demonstration of potential high speed rail service in the Vancouver-Seattle-Portland-Eugene corridor. The demonstration was successful enough that new Talgo train sets were built in the United States to equip the trains on the corridor.

After all the trains were Talgo-equipped, on December 1, 1998, all the trains were renamed to the Cascades umbrella title.
