The Aviation Safety Reporting System was established in 1975 under a Memorandum of Agreement between the Federal Aviation Administration (FAA) and the National Aeronautics and Space Administration (NASA).

The purpose of the program is to collect aviation safety incident reports by allowing pilots, air traffic controllers, flight attendents, mechanics, and other personnel to report incidients confidentially. The goal is to improve air travel safety by allowing those involved with incidents to report them without fear of being sued.
