A plan to forgive Third World debt, harkening back to the practices of Biblical jubilee years. Third World economies are hampered by the obligations of debt repayments, to the detriment of the people whose lives were supposed to be improved by this influx of G7 money - in some cases, the money went into the pockets of the corrupt; other countries "played by the rules", yet suffer. Championed by many, it received a lukewarm reception from politicians until Bill Clinton's recent thumbs-up.
