If you read them sequentially, usually if you're in a waiting room, you can see some interesting stuff, such as how some stars like Tom Cruise seem to have a new girlfriend every month. With a long enough back issue collection, you can read about a star's upcoming marriage, and their divorce in the same year.
IMHO, it's for really shallow people. For example, when the New York Times was running articles on starving children in Bosnia, People came out with "People's Best Dressed list of 1998!"
Lately, they've gotten a bit better, as current events have grown too big for them to just pretend not to notice.
