In a breathtaking display of chutzpah, Saddam Hussein, military dictator of Iraq and international troll extraordinaire, has 'generously' pledged $95 million in Iraqi aid to benefit "America's underprivileged children".
Saddam made his pledge as a gesture to mark the tenth anniversary of the Gulf War, perhaps forgetting that Iraq is devastated by international sanctions, which at the time of writing show no signs of abating.
Unsurprisingly, the UN has heard nothing more regarding the donation since this announcement.
