"OBO" is an abbreviation used in "for sale" advertisements for the phrase "or best offer", and thus signifies that the price of the object for sale is negotiable, and probably also that the advertiser is in some way pressed for time or otherwise desperate to sell.
In Britain this is almost always rendered "ONO" for "or nearest offer."
