Jiggery-pokery refers to any kind of scheming, maneuvering or finagling which is hard to otherwise succinctly describe. It may refer to underhandedness, or merely to technical trickery. Anything which results in a kluge would probably be considered jiggery-pokery.
This is a word I don't hear very frequently in the USA, but it's apparently rather commonplace across the pond. That's a shame, this is such a useful word! Just ask the Doctor!.
